P&S Legal Advocacy, PLLC (PSLA), was formed by Sheree L. Hukill and Penny L. Pricer in 2010 to provide direct legal services to our clients. Ms. Hukill and Ms. Pricer also formed Integrated Concepts, Inc. (ICI), a Women’s Business Enterprise National Council Certified consulting firm in 2008 to encourage collaboration among non-profits, government entities, educational institutions, and businesses to build stronger, safer communities.

All members of the ICI/PSLA teams strive to continually build and maintain professional knowledge and relationships with national, tribal, state, and local service providers and legal professionals within the DV/DV, SA, and Stalking field. The P&S Legal Advocacy founding partners have attended and/or presented at over 125 hours of training in these areas within the last three years. Each team member is well versed in the dynamics of change and learning/thinking theories necessary to meet the ever-changing needs of our individual and non-profit clients.

As such, ICI served as team administrators for Office on Violence Against Women Rural Grant Project 2010-WR-AX-0025 serving Nowata, rural Osage, and Washington counties in Oklahoma. ICI provided grant management, case consultation, policy and procedure development, event facilitation, team strengthening, technology coordination, community assessment and sustainability plan implementation. Recently, ICI contracted with the Oklahoma District Attorneys Council to conduct focus groups for sexual assault victims/survivors. The information gleaned from these groups is being utilized to guide the training provided to professionals within the criminal justice system and improve the response of this system to victims.



Ms Sheree L Hukill MS JD

Ms. Sheree L. Hukill, MS, JD, Founding Partner of both PSLA and ICI, is a professional attorney and educator whose experience spans over 27 years and includes work in the fields of business, education and law. Ms. Hukill is a member of the Oklahoma, Osage Nation, Osage County, and Cherokee Nation Bar associations and a member of the Northern and Western Oklahoma Federal District Courts.


Ms Penny L Pricer JD

Ms. Penny L. Pricer, JD, Founding Partner of both PSLA and ICI, has been involved in training, team facilitation, technology and education for over 25 years in corporate and academic settings. Ms. Pricer served as an editor of the Tulsa Law Review. Ms. Pricer is a member of the Oklahoma, Osage County and Cherokee Nation Bar Associations. Ms. Pricer also has experience in landlord/tenant issues.
